Victim support service
Since 2025, Lootus Õnnele centre has been providing a state-funded mental health support service for trauma recovery, aimed at people who have experienced a crime, domestic violence or other forms of violence. The service is delivered in cooperation with the Social Insurance Board, and if needed, the cost is covered by the state.

Purpose of the service
The primary goal of the service is to support the restoration of a person's psychosocial balance, prevent the development of mental and behavioural disorders, or reduce their severity. With the support of a specialist, the person has the opportunity to process traumatic experiences in a safe, confidential and professional environment.
Service content and formats
We offer the following mental health support services:
– Psychological counselling
– Psychotherapy
Services are available in individual, couple, family and group formats. Support groups are also offered based on need.
Who is the service for?
In accordance with § 30 of the Victim Support Act, the following persons are entitled to the mental health support service for trauma recovery:
– a victim of a crime in respect of which criminal proceedings have been initiated;
– a victim of domestic violence or sexual violence;
– the victim's child, grandchild, parent, grandparent, sibling, spouse or a person who is or has been in a permanent cohabiting relationship with the victim;
– a person participating in criminal proceedings as a witness.
To access the service, a referral from a victim support worker or a child advocacy centre specialist is required, on the basis of which the Social Insurance Board takes over the obligation to cover the cost of the service. Applications can be submitted to the Social Insurance Board.

Financial compensation for crime victims
Victims of violent crime may be entitled to financial compensation (Victim Support Act §§ 35–43), covering health restoration costs, loss of income and funeral expenses. Applications can be submitted to the Social Insurance Board.

Services at Lootus Õnnele centre are provided by qualified specialists with relevant education and training in working with trauma survivors. All specialists meet the statutory qualification requirements and use evidence-based methods.
